			<content:encoded><![CDATA[<p>With SXSW in full swing, I&#8217;ll take this opportunity to publish a recent list of current and future film productions slated for Texas. </p>
<p>The following is a list of POSSIBLE SAG signatory productions that are either already shooting or are considering production in Texas.  Keep in mind that some productions begin the signatory process but don&#8217;t follow through, so before agreeing to participate in any film production, verify its signatory status with SAG. Check&nbsp;<a href="http://www.sag.org" title="http://www.sag. " target="_blank">www.sag.org</a> for online verification or to locate the appropriate phone contact number.</p>
<p>The start dates as listed below are not set in stone. For instance, the ULB (Ultra Low Budget) film, NATURAL SELECTION, has pushed back their start date to at least March 22, apparently due to the availability of their lead actress.  Actual start dates of other productions may likely vary from the stated dates as well.</p>
<p>If you see something you&#8217;re interested in pursuing, be smart. The best method is to work through your agent. If you don&#8217;t have an agent or for some other reason don&#8217;t want to work through your present agent, be very careful about contacting production sources. Always be professional and to the point in any emails. Avoid phone calls to the production office, if the number is listed.  Don&#8217;t get yourself put on someone&#8217;s &#8216;always ignore&#8217; list. </p>

			<content:encoded><![CDATA[<p>Early signs that the recently improved Texas tax incentive program may be working are quite positive.  Below is a list of POSSIBLE productions coming to Texas and for contrast, Louisiana. The productions listed may not all work out but all have inquired about becoming SAG signatory productions. The volume of production in Texas is up considerably with 22 projects listed. Those projects include more FRIDAY NIGH LIGHTS episodes to be shot in Austin. I did not see Garry Brown&#8217;s new series which is supposed to begin shooting in Dallas. Robert Rodriguez&#8217; production of Machete is already underway.  While the majority of the listed Texas productions are in the low budget categories, it&#8217;s very encouraging to see a number of films in the &#8216;theatrical&#8217; category as well.</p>

			<content:encoded><![CDATA[<p>Hello to Central Region TXMPA members!<br />
This is likely my last correspondence as the official representative for the Central Region of the TXMPA.  I want to tell all of you that I have been honored to serve as your voice in this relatively new and important alliance of film industry professionals.  During the past year, the Central Region has raised more money for our cause (largely from the Spaghetti Western) than any other region in the state!  Our membership has grown astronomically as the word has gotten out.  But, we must not become complacent.  We must build on our successes in preparation for future legislative battles!</p>
<p> On June 27, Paul Alvarado-Dykstra &#038; Shelley Schriber will officially take over as Central Region board representative &#038; alternate, respectively.  I look forward to their input, energy and organizational capabilities as we move forward in our mission &#8211;  growing our membership, establishing firm financial footing, lobbying the legislative body of Texas to bring work home.  </p>
<p>I have spent the last several months in Oklahoma, on a feature film set in Texas.  We are filming here for one reason.  Legislative incentives.  The Oklahoma state legislature has just signed into law a bill granting a rebate of 38%  to film productions, and believe me, the studios are lining up and salivating.  Never mind that there is NO crew base, NO infrastructure, NO soundstage, NO office facilities.  We are based in an abandoned department store.  The toilets work intermittently.  Next to my desk, the water flows down the pipe each time someone flushes the toilet.   But the people are lovely, the locations are good, and the community is eager &#038; ready to build up the crew base and infrastructure to make this a truly competitive destination.</p>
<p>This story is writ large across the country.  Incentive legislation is the MOST IMPORTANT FACTOR in drawing film production to any state today.  Witness Michigan!  They are building one of the biggest sound stages in the country.  New Mexico, as we all know, is now firmly ensconced as a production destination, growing from nothing to the powerhouse it is today in a few short years.  The main, the only, reason they have been able to accomplish this is the incentive package offered by the state of New Mexico.  The single purpose of the TXMPA is to change this imbalance.  The biggest lure, the most important factor in bringing back our jobs, is legislative action.  That is our goal.</p>
<p>The TXMPA at large elections begin next week.  I hope all central region members will vote for our proposed slate:<br />

<p>We want to have as big a voice as possible from the central region as we move forward on our quest. </p>
<p>Thanks to all of you for letting me represent you.  We have made great strides.  Now, we must take the next two years to build our membership, raise money, establish a permanent office, and muster forces for the next legislative session.  Many people have been out of work.  Frustration levels are high.  I have been forced to leave home and family for work.  Nothing does more to change the equation than legislative action.  In 2011, the battle begins all over again.  Nothing is automatically renewed.  Let’s all band together and come back bigger and stronger, with one voice, to insure the future of the film industry in Texas.  </p>

Rick Perry signed HB873 into law.  This law, a dramatic improvement on the existing film incentive package passed in the previous legislative session, is designed to put Texas back into play as a first tier location filming destination.  The package also boosts incentives for commercial production and for Texas&#8217; video game producers. According to press reports, because the legislation passed overwhelmingly in both houses, it becomes law upon Perry&#8217;s signing. Congratulations go out to the TXMPA and lobbying firm HillCo Partners for their leadership in guiding this effort to bring film industry jobs back to Texas.  Let the funding begin. </p>
<p>UPDATE: The House has approved the requested $60 million funding for two years while the Senate passed the bill with ony $20 million in funding, the same figure that was in the previous law.  The two sides will have to come together on a funding amount and here&#8217;s hoping and praying that it will be closer to $60million than $20million.  </p>
<p>The legislators surely understand that to pay out $60 million, there will have been SEVERAL HUNDRED MILLION in production spending before any of that money is rebated. Based on a 15% rebate, the $20 million rebated would  be based on +/- $133 million in spent production dollars.  Hummm&#8230; $300-$400 million in production spending vs $130 million in spending in the state&#8230;which is better for Texas?</p>

<p>The critically acclaimed NBC football-centric drama &#8220;Friday Night Lights&#8221; has been renewed for two seasons, with NBC and DirecTV partnering to bring the show to its loyal, and vocal audience, according to media reports.</p>
<p>The renewal means the show will continue through 2011. Each of the two seasons will have 13 episodes, according to the reports.<strong> The show will continue to be filmed in Austin.<br />
</strong><br />
The show, which had struggled with ratings on NBC was saved through the partnership with El Segundo, Calif.-based DirecTV. New episodes will be shown on DirecTV&#8217;s channel &#8220;The 101&#8243; before being moved to NBC.</p>
<p>The partnership began with the third season of the show, an adaptation of H.G. Bissinger&#8217;s book of the same title that looks at the lives of members of a high school football team in Texas.</p>

<p>Once again the list of POSSIBLE SAG signatory productions for Louisiana and Texas show that Texas is playing in the rough, with one arm tied behind our back without a competitive film incentive program. </p>
<p>Happily HB 873 passed this week by a vote of 139-6.  Now we await the vote on the Senate version of the bill, SB 605.</p>
<p>Passage of these bills is critical, of course, but there is still the matter of funding.  Keep an eye out for directives from the AMPTP on when it&#8217;s time to contact your representatives about funding for the enhanced film incentive program.</p>
<p>In the meantime, look at how many Theatrical contract productions are slated for Louisiana. The Theatrical SAG agreement is for the larger budgeted films. Bigger budgets mean more local jobs for actors and crew. More jobs that extend for longer periods of time. More money into the local and state economies.</p>
<p>We are glad to have so many low budget and ultra low budget films shooting in Texas. We want those projects. But to survive as an industry, and surely to actually make a living in the film industry, we MUST have larger budgeted productions shooting on a regular basis in Texas.</p>

<p>What a sight! Hundreds of film industry professionals and business people who benefit from a thriving film industry, many dressed in red, answered the call of the TXMPA and showed up for lobby day.  </p>

<p>According to the Bob Hudgins of the Texas Film Commission,<a rel="lightbox" href='http://txactor.com/wp-content/uploads/2009/03/bobhudginslobbyday.png' title='Bob Hudgins, Texas Film Commission Head'><img src='http://txactor.com/wp-content/uploads/2009/03/bobhudginslobbyday.png' alt='Bob Hudgins, Texas Film Commission Head' /></a>7000 film jobs and $500 million in film industry revenue have been lost in the state since 2003. That&#8217;s when states like Louisiana and New Mexico began their programs that aggressively court film producers with tax incentive programs. Louisiana and New Mexico have been offering incentive and/or rebate programs that amount to roughly 25% of a film&#8217;s expenditures if shot in their respective states.  Michigan is now drawing productions with its 40% incentive.</p>
<p>In 2006 in a &#8216;better late than never&#8217; reaction to the well documented downturn in Texas location filming, the Texas Motion Picture Alliance (TXMPA) was born.  After securing lobby firm Hillco Parters, TXMPA led the way and Texas produced its own film incentive package in 2007. </p>
<p>Unfortunately that legislation, with a 5% incentive and a cap of $20 Million spread over two years, just wasn&#8217;t competitive with the other states&#8217; programs.  The 2007 bill did produce some dividends in commercial and video game production but the feature film work that was a primary target of the legislation did not materialize.  </p>
<p>The classic example of the failure of the 2007 legislation to stem the tide of lost feature film production is Drew Barrymore&#8217;s film, WHIP IT!. That film story is set in Austin, Texas and was scheduled to shoot in Austin.  But that was before the state of Michigan implemented their whopping 40% film incentive program.  Suddenly Ann Arbor, Michigan started looking a lot like an acceptable substitute for Austin, Texas.  Goodbye Texas, hello Michigan. Goodbye jobs, etc. etc.</p>
<p>During today&#8217;s Lobby Day I was on a team that visited with four different legislators.  All were open to the new legislation and passage of the bill looks like a good possibility.  However, passage of the bill is only the first step. The program goes through a separate process to receive funding.  If the bill passes but is not funded, it would be a completely hollow &#8216;victory&#8217;. </p>
<p>Late in the day I sat in on a committee meeting for House Bill 873 and listened to testimony by people like director/writer Richard Linklater and producer/director Garry Brown (Prison Break).  </p>
<p>Linklater told the committee that he has a $17Million film that is set in Texas and is ready to go.  He wants to shoot in Texas but he may end up shooting in Shreveport, LA if Texas doesn&#8217;t get an improved film incentive package passed this session. </p>
<p>Similarly, Garry Brown, who was responsible for bringing PRISON BREAK to Dallas for its second and third seasons, offered the  committee the insight of a producer who has shot many projects in Texas and wants to shoot more. In fact, Brown announced that he has a TV Pilot for Twentieth Century Fox that he wants to shoot in Dallas. Once again, the selection of a shooting location will be heavily influenced by tax incentives.</p>
<p>The new proposed legislation (HP 873 / SB 605) seeks an increase in funding from $20Million to $62Million and gives the Texas Film Commission office much greater flexibility in negotiating the incentive rate on a project by project basis.   </p>
<p>The tact that supporters were urged to take with legislators was to underscore that this is not a giveaway bill but a job creation bill and a bill designed to let Texas once again compete with other states on a more level playing field.  No rebate money is distributed until after production money has already been spent on in-state moving picture projects.</p>
<p>The progress of these bills (HB 873  / SB 605 ) through the legislative process over the next couple of months will tell the story of the future of the Texas film industry. </p>

			<content:encoded><![CDATA[<p>The following is a list of POTENTIAL SAG signatory film productions that may shoot in Texas and Louisiana. This list is published in the interest of tracking the level of film production coming to Texas under the current 5% film incentive program. </p>
<p>Note that Texas has 11 potential signatory projects listed and Louisiana has 14.  Of the eleven projects slated for shooting in Texas, three projects have budgets that place them in the &#8216;Theatrical&#8217; category (Total budget over $2,500,000) and the other eight projects are &#8220;Low Budget&#8221; (Total budget of less than $2,500,000), &#8220;Modified Low Budget&#8221;  (Total budget of less than $625,000)  or &#8220;Ultra Low Budget&#8221; (Total budget of less than $200,000) projects.</p>
<p>Of the fourteen projects slated for Louisiana, nine have budgets at the &#8220;Theatrical&#8221; level, one is a Television Series, and only three are at the &#8220;Low Budget&#8221; or &#8220;Ultra Low Budget&#8221; level. </p>
